Andrew Solomon

Andrew Solomon is a seasoned legal and judicial reform expert with a reputation for disrupting bureaucracy and dismantling barriers to justice innovation.
For over 20 years, he has led the design of cutting-edge programs, built global partnerships, and championed locally-led initiatives to close justice gaps, strengthen trust in justice institutions, and put the power of law into the hands of people as an international donor, development practitioner, and lawyer.
Andrew’s specializations—anchored in people-centered justice, court excellence, and legal design thinking—have been shaped by senior roles with American Bar Association, American Society of International Law, Brookings Institution, Organization for Security and Cooperation in Europe, and the United Nations High Commissioner for Refugees.
Before founding the Rule of Law IDEAS CoLab, Andrew served as a Senior Rule of Law Advisor at USAID, where he reimagined the Agency’s rule of law portfolio and led transformative programming and policy development.
Andrew currently serves on the boards of the ABA Rule of Law Initiative (ABA/ROLI) and the International Association for Court Administration (IACA), and is a past member of the Justice Action Coalition governing board.
Interesting Factoid: Andrew was arrested in the Soviet Union in 1982 (yes, 1982!) for trading blue jeans in front of the Hotel Dnipro in Kyiv and spent a night in detention.
